Guam morning typhoon update: COR 1 remains as power availability falls to about half
Guam’s Joint Information Center issued Release No. 13 at 10 a.m. ChST on October 18 (00:00 UTC). It said COR 1 remained in force after Champi moved away, with wind, flooding and dangerous surf still concerns. Authorities instructed residents to remain in sturdy concrete structures until COR 4 is announced.
The bulletin reported that about 50% of the island remained powered at 7:50 a.m., down from about 75% at 5:30 a.m. It also confirmed approval of a presidential emergency declaration authorizing FEMA to coordinate assistance.
