紐約車牌退還：取消責任保險前先處理牌照與收據
紐約州 DMV 提醒，一般汽車在取消責任保險前，須先交回車牌及登記；搬往另一州登記車輛也要處理紐約車牌。這與加州 PNO 停用申報不同，不應直接套用其他州的做法。

Returning New York plates: keep the surrender receipt before cancelling coverage
New York DMV tells ordinary vehicle owners to surrender plates and registration before cancelling liability insurance. Registering the vehicle in another state also requires attention to the New York plates. This differs from California's Planned Nonoperation process and should not be replaced with another state's instructions.
The official procedure allows mailing or an office visit, using PD-7 for each set of plates. Check the registration address before mailing, remove frames and fasteners, and follow the windshield-sticker instructions. Retain dispatch and surrender records and check that the FS-6T receipt arrives.
A registration refund is conditional, not automatic. Motorcycle plates and lost or stolen plates have different rules, so this is not a complete checklist for every vehicle. If another person returns the plates, obtain the official receipt and coordinate subsequent dates with the insurer. Do not reverse the sequence of plate surrender and coverage cancellation.
