SUNY 居民學費：居住地址與 domicile 認定不是同一回事
SUNY 州營校區一般要求在該學期最後註冊日前，已在紐約建立至少十二個月的 domicile，才按州內居民學費處理。純粹為上大學而在州內居住，不等於達到條件；仍受父母供養的學生，家長住所等資料亦會影響判斷。
由個別校區作最終認定，可先向 Student Accounts Office 查詢所需租約、報稅等證明及適用例外。不要只憑紐約駕照或住滿某個月數自行認定已獲資格。這份指引適用州營校區；社區學院的居民證明程序另查，不宜直接套用。

SUNY resident tuition: an address alone does not establish domicile
SUNY’s state-operated campuses generally require New York domicile for at least twelve months before the term’s final registration day for resident tuition. Living in the state mainly to attend college does not satisfy that rule. For financially dependent students, parental residence and related evidence also matter.
The individual campus makes the final determination. Ask its Student Accounts Office about leases, tax records and other evidence, plus applicable exceptions. A New York driver’s license or elapsed months alone is not confirmation of eligibility. This guidance concerns state-operated campuses; community colleges have a separate residency-certificate process that should be checked independently.
