Council on Aging – Southern California's HICAP provides free, unbiased Medicare counseling without selling, endorsing or recommending insurance products. Orange County residents can call 714-560-0424 about coverage choices, payment disputes, appeals or long-term-care policy terms.
The Irvine office is at 2 Executive Circle, Suite 175, Irvine, CA 92614. The website lists telephone counseling Monday–Friday, 9 a.m.–4 p.m., and in-person counseling 9 a.m.–3 p.m., with Chinese-, Vietnamese- and Spanish-speaking counselors.
