Running a secondhand business in NYC: check exemptions and the 2026 licensing changes
Buying or selling secondhand goods other than cars in NYC generally requires checking the Secondhand Dealer General licence rules. The current DCWP checklist lists exemptions including garage sales, nonprofits, exclusively online transactions and specified categories such as books, art and clothing. Check the actual business; these exceptions do not exempt every secondhand operation.
The official update removes this licence’s bond and fingerprint requirements from September 8, 2026. The checklist still requires the basic application, sales-tax identification or application confirmation, applicable agent authorisation, fees and an appropriate business registration. Electronics, pawnbroking and used cars can involve additional licences. Fees depend on application timing. Questions: 212-487-4060, Monday–Friday, 8 a.m.–4 p.m. A licensing exemption does not automatically waive other tax or business obligations.
