California motorcycle licensing under age 21: training is one part of the process
California DMV distinguishes M1 and M2 motorcycle licences. M1 covers two-wheeled motorcycles and the vehicles included in M2; M2 covers specified motorized bicycles, mopeds and similar vehicles. Identify the actual vehicle category before assuming an ordinary car licence is sufficient.
Applicants younger than 21 must hold a motorcycle instruction permit for at least six months and complete the California Motorcyclist Training Course. Its DL 389 completion certificate can support a motorcycle skills-test waiver within twelve months of issue. Some applicants may still need an observation test.
The certificate is not itself a licence and does not remove applicable identity, application, knowledge-test or documentation requirements. Call 877-743-3411 for official training locations. When a DMV riding test is required, use its appointment entry or call 800-777-0133. Check the requirements for your age and existing licence before paying a school. Neither a waiver nor approval is guaranteed by this guide.
