洛杉磯 Community Assistance Parking Program（CAPP）讓合資格無家可歸人士以社區服務處理未繳停車告票。申請人須登記 HMIS、是車輛登記車主，而車輛不能屬商用、企業擁有或作商業用途；只有收入低並不符合資格。未有 HMIS 號碼可向 CAPP 查詢協助。

Los Angeles CAPP: community-service option for eligible unhoused vehicle owners
Los Angeles’s Community Assistance Parking Program (CAPP) lets eligible unhoused people address unpaid parking citations through community service. Applicants must have HMIS registration, be the registered vehicle owner and have a vehicle that is not commercial, business-owned or used for business. Low income alone does not qualify; ask CAPP for help obtaining an HMIS number.
Only City of Los Angeles parking citations qualify, excluding moving violations, other agencies’ tickets, towing and impound charges. Each rolling 12 months allows at most two contracts covering ten citations and $1,500 in fines and penalties combined. Complete the first contract before a second. Service normally must be completed within 90 days of signing, with proof submitted to resolve citations. Contact 213-978-4400 or ladot.capp@lacity.org.
