The spina bifida route requires a parent’s service in Vietnam, Thailand or in/near the Korean DMZ during specified periods, conception after the parent first entered the qualifying location, and a diagnosis other than spina bifida occulta. A separate route for children of women Vietnam veterans requires maternal service in Vietnam between February 28, 1961 and May 7, 1975, conception after her first entry, and a covered birth defect causing permanent disability. Both use VA Form 21-0304 with evidence of the biological relationship, service location/dates and medical diagnosis. Submit by mail, at a VA regional office or with an accredited representative. Compensation, health benefits and job training depend on individual eligibility. The ages 14–31 restriction concerns VR&E training, not a blanket age limit for all medical benefits.
