CPUC distinguishes prearranged service with a safety driver from driverless service, and separates pilot programs from fare-charging deployment programs. The official explanation says rides in the pilot programs cannot charge monetary compensation. Operators authorized under the relevant deployment program can charge fares within their authorization. Corresponding DMV permissions are also required, and driverless programs have passenger-safety requirements.
