Examples that may qualify include paying renewal after selling the vehicle, or a vehicle leaving California, being stolen or becoming junk before the first day of the new registration period. The sequence of events matters. The ordinary request uses ADM 399, mailed with supporting evidence to the address on the form. Organize the VIN, plate number, payment date, location and method. For duplicate payments, retain both receipts or transaction records so the requested refund is identifiable. A total-loss Vehicle License Fee refund follows the separate REG 65 process; registration, weight and miscellaneous fees are not all refundable. Check whether an insurance settlement already included the amount. Do not assume a refund application justifies stopping a check or disputing the original card payment; DMV's FAQ treats those situations separately.
